I got this off of site but doesn’t work on MPC or VLC but works on my phone under Smart Audiobook Player, the native music player, and the generic audio and video player so I have no idea why it does this. The issue is the license for that codec. It’s not a free license so either you have to find a media player that has xhe-aac playability, build your own with the latest ffmpeg or funny enough your browser. You can play it on Firefox or Edge it’s clunky but it runs… Windows media player too,
